The Opportunity

We are seeking an experienced Senior Technical Business Analyst to support a major digital transformation programme within a complex enterprise environment.

This is a hands-on, delivery-focused contract role requiring an individual who can quickly engage with stakeholders, understand existing technology landscapes, and translate business objectives into clearly defined technical and functional requirements.

Working across multiple workstreams, you will act as the bridge between business and technology teams, ensuring solutions are aligned to strategic objectives whilst maintaining delivery momentum in an agile environment.

Key Responsibilities

• Lead discovery sessions, workshops, and stakeholder interviews.
• Elicit, document, and validate business and technical requirements.
• Produce user stories, acceptance criteria, process maps, and functional specifications.
• Facilitate collaboration between business stakeholders, architects, developers, and delivery teams.
• Conduct gap analysis, impact assessments, feasibility studies, and process reviews.
• Ensure end-to-end traceability between requirements, solution design, and delivered outcomes.
• Support Agile delivery activities including sprint planning, backlog refinement, reviews, and retrospectives.
• Participate in solution design discussions involving integrations, APIs, cloud platforms, and enterprise systems.
• Support UAT planning, execution, and defect management.
• Drive stakeholder alignment and manage competing priorities across multiple teams.
• Provide clear communication of technical concepts to both technical and non-technical audiences.
• Ensure compliance with governance, security, regulatory, and data protection requirements.

Essential Experience

• Experience as a Technical Business Analyst within complex technology or digital transformation programmes within a Central Government environment. 
• Proven track record delivering business analysis across the full project lifecycle.
• Strong stakeholder management experience across both business and technical teams.
• Experience working within Agile delivery environments.
• Strong requirements elicitation, analysis, and documentation skills.
• Experience working within large, matrixed organisations.
• Hands-on experience with:
  • Jira
  • Confluence
  • Azure DevOps
  • Visio or equivalent process mapping tools
• Strong understanding of:
  • SQL and relational databases
  • APIs and system integrations
  • Cloud platforms such as Azure and AWS
• Excellent communication, facilitation, and problem-solving capabilities.

Highly Desirable

• CBAP, CCBA, BCS Business Analysis, or equivalent certification.
• Experience delivering enterprise-scale digital transformation programmes.
• Experience working within regulated or secure environments.
• Previous exposure to complex integration and data-led projects.
